Holmes Mackillop Urges Scottish Government to Complete Non-Domestic Rates Review
Report Details Beer and Pub Industry’s £2.5 Billion Economic Contribution and 64,000 Jobs

This urgent plea follows a report, commissioned by the Scottish Beer and Pub Association, which revealed the industry’s significant contribution of £2.5 billion to the Scottish economy. The report further detailed that the industry supports more than 64,000 jobs and generates nearly £1.3 billion in wages.
This data comes after earlier research by the Scottish Beer and Pub Association indicated that 6.4% of Scotland’s pubs had closed over the last five years. The call also aligns with a planned review by the Treasury concerning business rates for pubs and hotels in England and Wales. Additionally, the Prime Minister announced a 20% cut in business rates for pubs, clubs, and live music venues, effective from 2027.
John Di Paola, a senior associate at Holmes Mackillop, emphasised the hospitality industry’s economic contribution, particularly to small and rural communities.
Di Paola also pointed out the importance of youth employment within the sector. He said: “The rate of youth employment within the industry is also important at a time when statistics show a decline in graduate jobs and nearly one million young people aged 16 – 24 are not in education, employment or training.”
Mr Di Paola urged the Scottish Government to complete its non-domestic rates review, which was initiated as part of its 2025-2026 programme, to provide crucial support. He identified business rates, employment laws, and taxation as key areas where the Scottish and UK Governments can assist this industry in the future.
